The Biden administration has plans to undo another policy of former President Donald Trump, this time having to do with abortion.
Breitbart reports that Biden’s Department of Health and Human Services (HHS) has plans for a new regulation that will return Title X family planning funds to abortion providers like Planned Parenthood.
Biden’s HHS, here, is targeting a rule change that former President Donald Trump made back in 2019. What Trump did was stop taxpayer money, specifically Title X federal family planning funds, from going to providers that “perform, promote, refer for, or support abortion as a method of family planning.”
In doing so, Trump reinstated President Ronald Reagan’s “Protect Life Rule.” This rule bars the “co-location” of federally funded clinics that provide family planning services with ones that provide abortions.
Trump’s move, by itself, took away roughly $60 million in Title X federal family planning funds from abortion providers.
In response, some abortion providers, including Planned Parenthood, withdrew from the Title X grant program, preferring to give up the money and to continue supporting abortions.
Planned Parenthood, the American Civil Liberties Union (ACLU), and the American Medical Association also brought a lawsuit against the Trump administration challenging the rule.
The Biden administration just recently, however, asked the Supreme Court to dismiss the case, and now we know why: because the Biden administration is looking to overturn Trump’s rule by itself.
The HHS Office of Population Affairs (OPA) last week released a memorandum indicating that President Joe Biden has directed the HHS to “ensure that undue restrictions are not put on the use of federal funds or on women’s access to medical information.”
The memo went to say that Biden wants Trump’s Title X regulation to be changed so that it is “substantively similar to those issued in 2000.” In other words, the abortion industry will, once again, be getting taxpayer dollars, and Planned Parenthood is already celebrating.
The pro-life Susan B. Anthony List group noted the proposed rule change came on the same day that Xavier Becerra was confirmed to lead the HHS. Becerra is a well-known advocate for the abortion industry. So, this is likely no coincidence.
It is expected that the HHS will have a proposal for the rule change ready by April 15th and that the new rule will likely be ready to go into effect for the 2022 fiscal year.
