House Speaker and Rep. Anna Paulina Luna reach agreement on voting rules for new mothers

The last several weeks have seen Florida Republican Rep. Anna Paulina Luna clash with Speaker Mike Johnson over her demand that new mothers and fathers be allowed to vote by proxy.

Yet their conflict appears to have come to an end after Luna and the House speaker arrived at an agreement. 

Johnson maintained that proxy voting is unconstitutional

According to The Hill, the House is set to formalize an arrangement known as "vote pairing" under which new parents who must be absent will find an opposite-voting member who is willing to abstain.

In return, Luna will not proceed with her discharge petition, a procedure which allows a lawmaker to force a bill to the House floor over objections from leadership provided that a requisite number of signatures are obtained.

She threatened to use the maneuver in furtherance of a resolution which would permit new mothers or the husbands of new mothers to vote by proxy for 12 weeks following a child's birth.

Johnson has been steadfast in his opposition to the proposal, with the Louisiana Republican arguing that such a change would be unconstitutional.

Luna says changes are needed if Congress is to be "pro-family"

The Hill noted how Luna put up a social media post this past weekend confirming that she and Johnson had arrived at a compromise.

"Speaker Johnson and I have reached an agreement and are formalizing a procedure called ‘live/dead pairing’ — dating back to the 1800s — for the entire conference to use when unable to physically be present to vote: new parents, bereaved, emergencies," she wrote.

"Thanks to POTUS and his support of new moms being able to vote when recovering from childbirth as well as those who worked hard to get these changes done. If we truly want a pro-family Congress, these are the changes that need to happen," the Florida lawmaker continued.

"There was a ton of disinformation surrounding why the floor was shut down either way I’m glad to see this resolved. Thank you to everyone who corrected the people who were straight up lying," Luna went on to add.

Trump back Luna on proxy voting

Fox News reported that for his part, President Donald Trump publicly sided with Luna by voicing support for her proxy voting proposal.

"You’re having a baby, I think you should be able to call in and vote," the network quoted Trump as saying to reporters aboard Air Force One this past Thursday.

"I'm in favor of that," the president continued before adding that he did not understand why the matter would be controversial.
