Republicans have a plan to undo Biden's disastrous policies

Congressional Republicans already know how they are going to undo many of the harmful rules that have been enacted by President Joe Biden - that is, if the Republicans manage to win the 2024 elections. 

The Washington Examiner reports that Republicans are planning to use a "little-known legislative mechanism" known as the Congressional Review Act (CRA).

In fact, according to the outlet, Republicans are planning to put the act into "extensive use."

For those unfamiliar with the CRA, we'll provide a brief overview.

What is the CRA?

Congressional Research Service explains that the CRA "is a tool Congress can use to overturn certain federal agency actions."

In order for Republicans to pull this off, they would need to have fairly good control over the presidency and Congress, although they could get by with just control of Congress.

"The CRA requires agencies to report the issuance of “rules”
to Congress and provides Congress with special procedures,
in the form of a joint resolution of disapproval, under which
to consider legislation to overturn rules," the Congressional Research Service writes.

It adds, "If a CRA joint resolution of disapproval is approved by both houses of Congress and signed by the President, or if Congress successfully overrides a presidential veto, the rule at issue cannot go into effect or continue in effect."

The CRA has been in place since the mid-1990s when it was created and implemented during the Clinton administration. Over the years, it has been used successfully twenty times. It tends to be most successful immediately after a change of presidents.

The end is near

In fact, the Biden administration seems to know that the end is near, which is why they have been working so hard to pass as many rules as possible.

The Examiner reports:

The Biden administration is working hard to push through as many rules as possible to stop Trump from undoing them through the CRA. Team Biden is trying to get a litany of rules finalized before the end of the month, because, after that, the regulations might be subject to CRA cancellation.

This leads to an important point about the CRA: the CJR has to be filed within 60 working days of the rule being reported by an agency to Congress.

This explains why it is that the Biden administration is currently rushing to implement as many rules as possible.

This is still not the end of the road, though, for Republicans. There are other methods to undo Biden's rules if they cannot use the CJR, and there is no doubt that they'll pursue these as well.
