Seattle-area man charged federally following standoff with police with explosive device that shut down I-90

A Washington state man is facing federal charges after his criminal antics last month prompted a lengthy shutdown of a major interstate in the Seattle metro area.

Sokphana Soeung, 42, was hit with a slew of felony counts after he led police on a slow-speed chase and then threatened officers with an improvised explosive device, according to local Fox affiliate KCPQ.

The chase and subsequent standoff on I-90 between Soeung and local and state police resulted in a portion of that busy interstate being closed to all traffic until law enforcement could determine that the public no longer faced a potential threat of harm.

"Slow speed" chase and standoff temporarily shut down major interstate

According to a Justice Department press release on Wednesday, Soeung was charged with unlawful possession of a destructive device, which could result in up to 10 years in prison if convicted, following the criminal incident and his arrest on Oct. 12.

Per KCPQ, the other charges filed by federal prosecutors included "second-degree assault with a deadly weapon, possession of an explosive device, possession of an incendiary device, attempting to elude police, and possession of a stolen vehicle," each of which could also result in several additional years behind bars, if convicted.

Those charges stemmed from the incident that began in the morning when local Bellevue Police responded to a call about two men sleeping in an idling car at a park. When officers awoke the two men, Soeung immediately drove away but hit strategically placed spike strips that deflated all four tires and resulted in a "slow speed" chase on I-90 and a subsequent standoff in the middle of the interstate after the vehicle was finally stopped.

It was during that brief standoff that Soeung produced and attempted to ignite what turned out to be a small improvised explosive device, though he was tackled by multiple officers and taken into custody before he was successful.

Soeung's crude IED posed a real danger

According to local CBS affiliate KTVL, Bellevue Police and a Washington State Patrol trooper who'd been involved in the chase initially didn't realize the potential risk they faced from Soeung's homemade bomb until after he was already in custody, at which point a bomb squad was called in to ensure there was no longer any danger to the public, which took about 45 minutes before traffic resumed.

The small but reportedly powerful and dangerous device Soeung had constructed was described as a hollowed-out tennis ball stuffed with 50 grams of explosive powder that was wrapped in black electrical tape and fitted with an ignitable fuse.

Bellevue Police Chief Wendell Shirley said, "The potential for that explosive device going off, severely injuring the suspect, officers, and anyone else in the community was very high," and added, "I have nothing but praise for the courage and bravery of the BPD. They really put their lives on the line for this community. I’m very pleased that it turned out the way it did, and we were able to get him in custody."

Per the DOJ release, a search of the vehicle also turned up another crude explosive device that appeared to include several sparklers taped together.

Passenger alleged possessed large quantity of fentanyl pills

According to local NBC affiliate KING, there was an unidentified passenger in the vehicle with Soeung who bailed out of the stolen car on I-90 shortly before the final standoff and was immediately arrested and taken into custody by the police.

That man, who has remained unnamed, was found to be in possession of approximately 50 illicit fentanyl pills and had multiple felony and misdemeanor warrants out for other alleged crimes he'd previously committed.

Per KTVL, Soeung has remained in custody since his arrest, though a judge did set a bail amount of $750,000 for him to be released ahead of a trial.
