An altercation between a New York City man and Secret Service agents protecting Kamala Harris' stepdaughter led to an arrest Tuesday.

Harry Heymann, 45, was arrested for vandalizing Secret Service vehicles parked outside a restaurant where Ella Emhoff was having lunch in Tribeca.

It is not believed that Heymann had any idea who the plainclothes agents were when he approached their unmarked cars. The man ripped license plate covers off of two Secret Service vehicles.

According to reports, Heymann is part of a group of local activists who track cops using illegal parking placards to avoid paying tolls.

His social media account featured many posts complaining about local police parking illegally.

He was seen being led away in handcuffs in a video obtained by TMZ. Emhoff was seen being escorted to an SUV vehicle outside.

Heymann, a software engineer, was charged with second-degree obstruction of governmental administration and fourth-degree criminal mischief.

“On Tuesday afternoon, an individual approached two United States Secret Service vehicles parked in lower Manhattan and, without provocation, caused damage to the rear license plate area of both,” a Secret Service spokesperson said in a statement.

“Secret Service Agents quickly detained the individual until local authorities arrived and placed the individual into police custody. At no point was any protectee in danger as a result of this incident.”

Gersh Kuntzman, the editor of a blog that tracks illegal plate covers, said he feels partly responsible for the incident.

"Like this gentleman who may or may not have broken the law, I have been outraged by the way in which public officials, including those whose job it is to enforce the law, have willfully broken the law and made our roads less safe,” Kuntzman added.

"As members of the public, we do have a responsibility to play a role in keeping the roadways safe," he added.

"If that means cleaning up a piece of state property that is required by law to be readable, I’m OK with that. That said, I have never messed with the Secret Service.”

The shocking incident comes as Secret Service has faced public backlash over its failure to prevent a gunman from almost killing Donald Trump at a campaign rally in July.
